The best pharmacovigilance platforms for global trials submit E2B(R3) reports to each regulator on its own deadline, take in safety data from sites and systems in every country, code consistently with MedDRA, support signal and aggregate review across regions, and keep a complete audit trail. Cloudbyz Safety & Pharmacovigilance is a Salesforce-native safety system built for this, on the same platform as Cloudbyz EDC and CTMS, and used by large pharma, global multinationals, biotechs, CROs and device companies.

Why global trials raise the bar for safety systems

  • Different regulators, different clocks. In the US, unexpected fatal or life-threatening suspected adverse reactions are reported to FDA within 7 calendar days and other IND safety reports within 15 (21 CFR 312.32). The EU Clinical Trials Regulation uses the same 7 and 15 day structure for SUSARs reported to EudraVigilance (Regulation (EU) 536/2014, Chapter VII). In the UK, since 28 April 2026, SUSARs and annual safety reports go only to the MHRA (HRA).
  • E2B(R3) is now required in the US. FDA has required IND safety reports in E2B(R3) since 1 April 2026, and postmarketing ICSRs through ESG NextGen since 1 October 2026 (FDA notice 2026-06660).
  • Day zero is set by the first receipt. The reporting clock starts when the sponsor first receives the information, so intake delays in any country eat into every deadline.
  • Missing a deadline has consequences. Late or incomplete expedited reports are inspection findings, and repeated failures put participants and the trial at risk.

For large pharma and global multinationals

Large sponsors run many studies across dozens of countries at once, often with several CROs. What matters most is one consistent safety process across all of them: the same coding, the same clocks for each regulator, aggregate review across the portfolio for DSURs and EU annual safety reports, and the ability to see every case regardless of which CRO or region it came from. A safety system on the same platform as EDC and CTMS also removes SAE reconciliation between systems at portfolio scale.

For biotechs and emerging sponsors

A biotech going global for the first time, often moving from a US Phase 1 to multi-country Phase 2, suddenly faces EudraVigilance, MHRA and other regulators alongside FDA. Many start by outsourcing case processing to a CRO, but ICH E6(R3) keeps ultimate responsibility with the sponsor (ICH E6(R3), EMA Step 5). What matters most is the sponsor's own view of every case, deadline and submission, and a system that can be brought in-house as the programme grows.

Global PV evaluation checklist

  • Submit an E2B(R3) case to FDA and to EudraVigilance from the same record
  • Show separate clocks for each regulator on one case
  • Show an SAE from EDC reaching the safety case without re-entry
  • Show the MedDRA version used for each coded term
  • Run an aggregate report across countries
  • Show what the sponsor sees if case processing is outsourced
  • Pull the audit trail for one field change

Where Cloudbyz Safety & PV fits

Cloudbyz Safety & Pharmacovigilance takes the unified approach. It is built natively on Salesforce on the same platform as Cloudbyz EDC and CTMS. According to Cloudbyz product materials, it supports multi-source case intake including E2B R2 and R3, MedDRA and WHODrug coding, automated labelling and narratives, a regulatory submission gateway for E2B and MedWatch formats, and statistical signal management. Cloudbyz is also developing AI VigiCheck, designed to check E2B(R3) fields as data is entered and score case completeness before submission, with people approving every case.
